Any CT Uverse customers having speed issues?

I pay for 18 down and I think 2 up. I typically get 21 down Past couple of days it's been under 3 down and 1 ½ up. It has never been this slow. TVs have been fine and so has both phone lines. Anyone else notice issues Thanks
