Frontier FIOS fiber cable splice

I had Frontier tech at my house on Monday for loss of all service. He found that the fiber cable from the street to my home was cut somewhere, so he sliced in a new cable to my house and connected it to a cable coming into an underground box at the street. The spice was cable to cable...not to a plug. He left the cable on the lawn for someone to come and bury it which happened on Wednesday. From Monday to Wednesday I had great internet...faster than it's been. After the cable was buried on Wednesday, I started to have web pages that aren't loading and other random internet related issues. The only change was burying the line. I am in a very wet area and it's rained heavily this week. The lines and the splice are undoubtedly under water since there is standing water on my lawn over the line. The question is....do the techs use a waterproof slice of some sort (he used a small but obviously very expensive device to make the splice) or is it possible that being underwater, the splice is causing the problem. No one at Frontier seems to have a clue and their solution to everything is send a tech out. Can anyone tell me if the fiber splice should be in a waterproof box or be special since it will be, at times, under water? Could this be my problem?
