My request for re-provisioning has been turned down three times in the past by Frontier technical support. I think I understand why, but I believe they have made a mistake. They were polite but intransigent.
I have had Frontier (EPIX) ADSL for about 10 years now, operating at about 1.5 Meg download speed. I know I have about a 10000 foot line to the Lakeside landstation which I know is connected by fiber optics to the Nicholson Exchange. (I talked to the technicians when they were actually installing the fiber.)
About three years ago Frontier installed what I believe to be a DSLAM on a telephone pole about 600 ft. from my house. I believe technical support may simply be looking at a system configuration drawing and assuming I am downstream of this pole mount DSLAM. I've read that these pole mounted units are typically only fed by a T1 line which I also believe to have an inherent speed of 1.5 megabits per second.
Regardless I'm directly connected to the Lakeside landstation with the stats below.

In my home I have a dedicated twisted pair reserved for the DSL modem connection. And in fact I have connected the modem directly to the Telephone Network Interface (NID) and seen virtually the same line statistics. The home phones are all split from the ADSL at the Telephone Network Interface.
I have a Netgear ADSL 2+ modem I have been using now for several years and it works well over PPPoE.
Given all this, and from what I have read, my noise margin should easily allow a re-provisioning of the line to at least 4.5 megabits per second. An yes I have been paying for MAX internet service speeds for many years. In fact, in trying to negotiate with tech support I called the Frontier business offices and was told at one point there should be no reason I should not have higher speeds on my account.
I do have phone numbers for Frontier regional managers in my area.
The nearest is in Clarks Summit PA. Both a local and general manager.
But before I fired the big guns I wanted to confirm my assessment that my ADSL line could be re-provisioned to at least 4.5 megabits per second.
I would love to know what anyone thinks is the maximum reasonable speed.
