[Internet] Advice for Frontier Communications customer

I've had Frontier Communications for years in Janesville,CA and have always had connection issues, lately my issues have been extremely prominent. I've contacted Frontier Technical Support multiple times and have had endless technicians come to my home and verify their are no damages that would affect my speeds. Not until recently have the technicians told me that the Remote Terminal that provides my internet is now capped out and can no longer handle the customers that they support which is the reason my connection speeds are terrible. Technicians say the problem is a simple fix but their is nothing they can do about the situation with the proper funding and backing from Frontier Communications. I pay around $40.00 a month for a 6mb/s download speed, I'm provisioned to receive 2.50mb/s as a minimum and I'm receiving less then 1mb/s, this is not because of high traffic hours, all hours of the day the internet stays consistent in being below 1mb/s. Technical Support hasn't helped and their only solution is to send more technicians. Customer Support is not able to help me in my situation. I'm hoping to find help or guidance, any suggestions are greatly appreciated on what I can do about my situation.
