[FIOS] What if Frontier opens up their FiOS networks to other ISPs?

Since Frontier is bleeding FiOS customers, and their recovery doesn't seem realistic and they're headed toward bankruptcy, wouldn't it be cool if they tried opening their fiber networks up like back in the day when the Baby Bells were forced to open their networks to CLECs for DSL back in the ISP golden age days? Sure they would lose out on direct customers, but if they let in ISPs and competition between them they would still collect more lines and access fees to keep the network running. Those ISPs would have to buy transit from Frontier as a backhaul for Frontier's PON networks and then some sort of access to a backbone(s). IMO this would bring in more customers than the current setup. The PONs already have this technology built in from what I understand in case the courts went back to the old policy of opening up the telcos again. I know it's a kind of fantasizing at this point, but maybe some renegade Frontier exec gives it some thought as a last ditch effort to avoid bankruptcy? Just an interesting discussion thread, nothing more.
