6Mbps plan provisioned at 3.7Mbps down 440kbps up

I just got off the phone with Frontier customer support/tech support/escalation and around and around again for 2 hours. I have the simple issue of my DSL link being provisioned at 3.7Mbps when it should be at least 6Mbps. Line attenuation is less than 20dB, no errors or other problems. At one point in the call a tech even asked if I wanted to upgrade to broadband ultra (and pay more for it), which is 12Mbps, but refused to give me the 6 I'm currently paying for. So the line can handle 12Mbps just fine, but they can't give me 6? I noticed a few other posts in this forum with the exact same problem and I'm curious if this is simply what Frontier does to its customers, hoping they don't check what they're getting. In the end they said they would open a ticket with a manager, whatever that means, and I should call back in 2 weeks. What is so hard about changing the provisioned speed?
