[FiOS] Phone Service Down for almost 3 weeks

I'm not sure what to do anymore but approximately 3 weeks ago I had a problem with slow internet connectivity and my FiOS phone. I opened up a trouble ticket and hours later by midnight data was restored but my phone line was not. Frontier had closed my trouble ticket. I called back and they reopened the ticket and said a dispatcher would call me to send someone on site, no one called and my ticket was closed again. I call back a third time and go through all the same troubleshooting steps again (although I had an existing ticket#) and they create a new ticket, tell me that a dispatcher will be in touch. The next day (yesterday) the ticket was closed! No one called yet again. No explanation why my tickets are being closed. I even bought a basic corded phone and plugged it straight into the ONT when I lift up the handset the POTS light turns on like it knows the phone handset has been lifted but there's no dial tone. Recommendations? Can I get out of my contract (I have a year left).
