[FiOS] Congestion in Bothell?

I have the 150/150 plan and right now I'm getting results in this range: [att=1] Depending on the server and test the speeds range in 30-100ish Mbps. Only when I tested on Frontier's Speedtest against the Everett server (which presumably is "inside" the congestion) did I get reasonable speeds. In addition I'm seeing huge latency increases between ae8---0.car01.evrt.wa.frontiernet.net (3.2 ms) and ae3---0.cor02.sttl.wa.frontiernet.net (140 ms) - hop 4 and 5 respectively. I recently dropped Comcast for Frontier, but I might just have to go back to Comcast. As much as people complain, they usually don't have service like this (i.e you get the speeds promised, even if the prices vary like crazy depending on "contract status" and such). I just noticed that Comcast now offers a 250 Mbps service where I live.
